The City of Santa Ana is looking for individuals who are

Under close supervision, performs a variety of technical
drafting, office and field engineering work.
THIS POSITION IS SET TO CLOSE ON JUNE 9, 2021*
This recruitment is being held to establish an eligible list to
fill current and future Engineering Technician positions.
Currently, there are four (4) vacancies for Engineering Technician
within the various divisions of the Public Works Department.
Divisions filling vacancies may include Development, Water,
Design/Construction, and Traffic.
Essential Functions Include But Are Not Limited To
Provides administrative and technical support within the Public
Works Department. Reviews engineering plans and specifications,
maps, property descriptions, and related documents for compliance
with City codes, laws, regulations, and ordinances. Responds to
inquiries and complaints from other departments, agencies,
contractors, consultants, City staff, and the public. Exercises
judgment when responding to complaints from the public and resolves
conflicts between owners, contractors, developers, utility
companies, and others. Performs field observations, on-site
inspections, surveys, collects field and plan data, and locates and
measures boundary lines, rights of ways, and land grades. Maintains
engineering record keeping and filing systems. Prepares or assists
in the preparation of and/or interprets specifications, plans,
maps, drawings, calculation of grades, estimates and reports
related to the operation of a variety of engineering projects.
Performs basic design and computer-aided design (CAD) duties in
relation to streets, utilities, and other projects. Prepares and
updates exhibits, maps, complex drawings from engineering sketches,
survey field notes, and other data for the design of construction
of a variety of public works projects. Performs field, office, and
computer-aided studies and prepares periodic and special reports
based on findings from research, studies, and surveys; and makes
recommendations on findings. Compiles material and quantity lists
from engineering plans. Prepares a variety of illustrations,
certificates, visual aides for various meetings and presentations.
Performs basic engineering and administrative duties related to the
planning, design and construction infrastructure. Prepares progress
payments for contractors, coordinates inspections with other
departments, and makes recommendations for changes as appropriate.
Assists Project Managers in overseeing construction projects and
day-to-day construction activities. Performs other functions as
If assigned to the Traffic Division: Perform a variety of
journey level technical drafting, office and field engineering
work; provide assistance and information to the public. Typical
duties include field measurements, observations and collection of
traffic and parking data, followed by the preparing traffic signing
and striping plans and supporting transportation planning. Primary
assignments include technical support of neighborhood related
traffic engineering work and street parking management,
coordination with residents, property managers, merchants, and
school district staff, and attendance at neighborhood association
If assigned to the Design/Construction Division: Perform a
variety of journey level technical drafting, office and field
engineering work. Assists in the preparation of plans,
specifications and cost estimates for a variety of projects
including streets, storm drains, landscaping, irrigation systems,
facilities, parks, and other public works projects, reviews plans
for consistency with standards, assists in constructability
reviews, performs construction administration and provides support
to engineering staff to ensure construction proceeds in a safe
manner and conforms to design specifications and applicable codes,
performs project site visits and evaluate field conditions and
contractors' work to detect problems with a design, maintains or
reviews daily construction activity reports, schedules, review
progress reports and invoices, develops and recommends shop drawing
approvals as necessary, prepares project reports and presentations
and documents project activities and data, including project
budget. Reviews bids documents and perform site inspections.
Performs pre and post construction activities. Provides
construction support with submittal review and responding to
Requests for Information (RFI). Assists with the review of project
changed conditions and process change orders. Provides support to
consultant oversight and assists with labor compliance.
If assigned to the Water Division: Essential functions are as
If assigned to Development Engineering: Perform a variety of
journey level technical drafting, office and field engineering
work. Assists customers at the Public Works Agency counter, enters
data to and retrieves data from the City's land management system;
issues construction, transportation; utility and other public works
permits; calculates development impact, plan check, permit issuance
and inspection fees; reviews and prepares comments for routine
grading and drainage, street improvement and utility plans; for
routine private development projects, conducts field visits,
reviews site plans, prepares comments, and attends meetings to
report on impacts to public works facilities. Minimum
High school graduation or equivalent supplemented by college
level coursework in engineering, mathematics, or a related field,
plus two (2) years of engineering field or office work; or any
equivalent combination of training and experience which results in
the necessary knowledge, skills, and abilities.
DESIRABLE KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of: Basic principles and practices related to the
design, construction and maintenance of streets, storm drains,
sewer, water, traffic systems, facilities, CAD software, drafting
and surveying techniques, maps, record keeping, and technical
Skill in: The use of computers and standard software
applications including Microsoft, CAD, and presentation software;
scheduling projects and/or knowledge of MS Project or Primavera
software; utilizing computer databases to maintain and update
records and files; maintain accurate records and files.
Ability to: Complete moderately complex engineering and
mathematic calculations with speed and accuracy; understand and
follow oral and written instructions; communicate clearly and
concisely both orally and in writing; work independently in the
absence of supervision; create CAD drawings, exhibits and plans;
establish and maintain cooperative working relationships with those
contacted in the course of work.
Possession of a valid California Class "C" Driver's license.
NOTE: . For the assignment in the department of Traffic,
bilingual fluency in English and Spanish is DESIRED.
