CAREER DESCRIPTION

Training Facilitator/Staff Assistant (Extra Help)

Orange County Registrar of Voters (ROV) will begin accepting applications for the Training Facilitator/Staff Assistant (Extra Help) position on Thursday, July 14, 2022, this recruitment will be posted for a minimum of five (5) business days and will remain open on a continuous basis until the needs of the Agency are met. These are Extra Help temporary/seasonal positions (these are NOT permanent positions). This is projected to be a short-term assignment with an estimated duration of August 12, 2022, through November 9, 2022. These positions will often require overtime, both in the evenings and on weekends.

REGISTRAR OF VOTERS

The Registrar of Voters is responsible for conducting elections in the County of Orange, the fifth largest voting jurisdiction in the United States with 1.8 million active registered voters. Voters have a choice of voting a mail ballot or voting in person at any of the more than 180 Vote Centers located throughout the county. Vote Centers operate from four to (11) days.

ABOUT THE POSITION

Trainers will be tasked with teaching a predetermined curriculum for Vote Center staff training. Trainers are responsible for consistent communication and messaging throughout classes and creating positive and effective learning environments that train Vote Center staff on the implementation of Election Day Vote Center processes, in a professional and lawful manner. Trainers will be trained on election subject matter and voting processes before assuming job responsibilities. Trainers will be required to fulfill a cohort-based schedule of three consecutive days to ensure all Vote Center staff receive required training. Duties and responsibilities for this position include, but are not limited to:

* Facilitate training sessions that detail the procedure of the voting process
* Provide hands-on training for the correct and safe handling of voting equipment
* Coordinate and maintain availability of materials and supplies for training sessions
* Set up classrooms and operate audio-visual equipment
* Monitor trainee attendance
* Measure the effectiveness of the training and provide feedback to the election administrators
* Depending on Vote Center staffing needs during the open voting period and Election Day, may assist Vote Center staff members setup a Vote Center, process voters at a Vote Center, provide active phone support to Vote Center staff, and visit Vote Centers to resolve issues
* Perform other related duties as assigned

DESIRABLE QUALIFICATIONS/EDUCATION & EXPERIENCE

In addition to the duties listed in this bulletin, the ideal candidate would have a minimum of two years' experience in adult learning, facilitation, training, or public speaking; knowledge of the election process and demonstrate the competencies and attributes listed below:

* Organized classroom management skills which include timekeeping and following curriculum objectives
* Ability to observe group dynamics and adjust training accordingly
* Ability to stack a conversation, draw people out, balance participation and make space for more reserved trainees
* Respect for others and an observant awareness of the many layers of reality in a human group
* Demonstrated skills that accommodate the engagement of participants while working in a small and/or medium-sized group
* Focus on the foundations of adult education: establish existing knowledge, build on it and keep it relevant
* Demonstrated ability to take a group of people through a set of objectives designed to impart a body of knowledge or set of skills
* Ability to maintain professional appearance and demeanor
* Ability to work under pressure and within timelines
* Demonstrated problem solving and organizational skills
* Excellent positive interpersonal skills with people of all ages and backgrounds
* Adaptable, dependable and patience skills
* Ability to work independently and collaboratively in a busy environment

PHYSICAL, MENTAL, AND ENVIRONMENTAL REQUIREMENTS

Physical Conditions: Vision sufficient to read standard text, fine print and various handwritings and to view a computer monitor; speak and hear well enough to communicate clearly and understandably in person and over the phone; independent body mobility sufficient to stand, sit, walk, stoop and bend routinely to perform daily tasks; ability to sit for prolonged period of time; manual dexterity to use hands, arms and shoulders repetitively to operate a keyboard and use other office equipment such as a stapler, telephone and photocopy machine.

Mental Conditions: Possess the ability to independently reason logically to reach conclusions and decisions; possess the ability to remain calm and appropriately focused on different interpersonal situations.

Environmental Conditions: Ability to work in an office environment and work with changing priorities, deadlines, and multiple assignments concurrently.

SPECIAL REQUIREMENTS

All candidates considered for this position will be required to successfully pass a background check consisting of employment history, professional references, and criminal check. Possession of a valid California drivers' license, Class C, and a clean driving record while employed in this classification might be required by the date of appointment. A driving records check consisting of a Department of Motor Vehicles (DMV) check will be conducted to verify the clean driving record.

RECRUITMENT PROCESS

The Registrar of Voters Administrative Services Department will screen all application materials to identify qualified candidates. After screening, qualified candidates will be referred to the next step and notified of all further procedures applicable to their status in the competition.

Application Screening - (Refer/Non-Refer)

The Registrar of Voters Administrative Services Department will screen applications and responses to supplemental questions for the minimum and desirable qualifications, to identify the most qualified candidates for the position based on the skills required to meet the needs of the Agency. After the initial screening, qualified candidates will be referred to the next step and notified of all further procedures applicable to their status in this competition.

Online Self-Administered Examination - (Weighted 100%)

Applicants who meet both the minimum and desirable qualifications will be invited to participate in an on-line, self-administered assessment. Please note that part of this exam will be timed. Candidates will be notified via email of this process. Only the most successful candidates will be referred to the next step in the recruitment process.

Based on the Department's needs, the selection procedure listed above may be modified. All candidates will be notified of any changes in the selection procedure.

Eligible List

Once all assessments have been completed, the Registrar of Voters Administrative Services Department will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future extra help vacancies.
